Norma comes from a family rooted in the sugar plantations on Kauai.  Her mother’s father, Lucio Hilario, worked on the Kipu Sugar Plantation.

Sofia H. Doctor

Norma’s parents, Bienvenido and Sofia Hilario Doctor arrived in Hawaii in 1946 from the Philippines.  Her father worked for the McBryde Sugar Plantation first as a laborer and then as a powerhouseoperator.  Her parents started one of the first nursing homes in Hawaii to finance their fivechildren’s college educations.  In 1983, they were honored as the State of Hawaii Filipino  Parents of the Year for their commitment to education and their community service.

Norma and her three sisters became social workers.  As a social worker, she worked with children and their families to address social conditions such as child abuse, drug abuse, and homelessness.

Norma was an Administrator for almost a decade at First Circuit Family Court in Honolulu.  She then attended William S. Richardson School of Law.  After graduation, she clerked for Chief Judge James S. Burns at the Hawaii Intermediate Court of Appeals.  Afterwards, she served as a Hawaii Deputy Attorney General.

After working as a Consultant in a number of jurisdictions, she served as Director of  Santa Clara County’s  and Los Angeles County’s Departments of Families and Children Services and Administrative Deputy of Los Angeles County’s Department of Public Social Services.  At the Public Social Services, she managed a budget of $4 Billion and a staff of 14,000.  In 2007, she was recognized as one of the Top 100 Filipina  Women in the United States.

Steve and Norma have been married for 47 years.  For 16,  Steve taught band and music in public schools on Oahu and a year at Kapaa High School.  He then went into finance and was a Vice President for Bank of Hawaii Trust Division.  He later helped manage the $4 Billion investment funds for Santa Clara County (Silicon Valley).  Steve and Norma co-founded Families First Hawaii Services, a consulting firm that advocates for children and their families.  Their clients have included the Hawaii Department of the Attorney General and Kauai County, where they completed the feasibility study for the proposed Residential Treatment Facility for Adolescents with substance abuse.

Gregory and Chad Sparks

Their older son, Dr. Chad Doctor Sparks, is Medical Director of Medical Appeals at Anthem Blue Cross, and served in the Navy as a Lt. Commander for 4 years.   Their younger son, Gregory Doctor Sparks, has a Masters Degree in Landscape Architecture and now works as Senior Experiential Designer for Clear Biometrics Security.

Just a year old, Norma’s only grandchild, David Ryan, brings great joy to the family.
